27 ноября состоялся брифинг с участием директора Агентства по управлению отходами и развитию циркулярной экономики при Национальном комитете по экологии и изменению климата Шарифбека Хасанова. Брифинг был посвящен анализу проделанной работы по управлению отходами и обеспечению экологической и санитарной безопасности в отрасли.
Как известно, обеспечение экологической устойчивости стало приоритетной задачей государственной политики. В связи с этим, согласно соответствующим поручениям руководства республики и Специальной комиссии, Агентством по управлению отходами и развитию циркулярной экономики при Национальном комитете по экологии и изменению климата проводится ряд плановых работ в области эффективного управления отходами.
In particular, in accordance with the norms established by the Decree of the President of the Republic of Uzbekistan dated January 4, 2024, No. 5, the Directorate for the Management of Waste Landfills under the Agency for the Development of Waste Management and the Circular Economy has established and regulates regular control over waste landfills. Currently, there are 228 landfills across the republic, covering a total area of 1,824 hectares, of which 199 are intended for household waste, 15 for toxic chemicals, and 14 for construction waste.
At the same time, in the past period of 2024 and 2025, a total of 47 household waste landfills were reclaimed and their activities were terminated in 8 regions of the republic: the Republic of Karakalpakstan, Andijan, Bukhara, Kashkadarya, Namangan, Samarkand, Tashkent, Fergana, and Khorezm regions. As a result of these efforts, about 243 hectares of land have been returned to nature.
In addition, on the basis of the approved schedule, work is constantly being carried out on covering with a layer of soil a total of 132 landfills in use throughout the republic.
In January-October of this year, a total of 2.6 million tons of waste were received at landfills. As a result of increased control, the daily volume of waste received in the regions has increased from 8.5 thousand tons to 13 thousand tons, and the possibility of receiving up to 4.5 thousand tons of additional waste per day has appeared.
At the same time, in order to create convenience and ease in the work process, the Agency purchased an additional 22 units of special equipment on leasing terms and delivered them to regional landfills. Thanks to these efforts, the total number of specialized equipment for waste management, such as sewage trucks, dump trucks, truck loaders, bulldozers, compactors, excavators, trailers, trailers, and truck cranes, has reached 333 units this year.
Since the beginning of the year, 154 units of special equipment have undergone routine and major repairs at the expense of 1.7 billion soums. Also, GPS devices were installed on 218 units of existing equipment.
In addition, the territory around landfills was improved, 1.2 million saplings of trees and shrubs were planted and landscaped within the framework of the national project "Yashil Makon" for 2024-2025. Nearly 10 km of irrigation ditches and gutters were cleaned, and 36,000 square meters of internal roads were grazed. Such measures are consistently continuing at the testing grounds.
Also, within the framework of the "Cleanliness and Cleanliness" month, held at the initiative of the Head of State from October 15 to November 15 of this year, more than 422 thousand tons of waste were cleaned, and environmental cleanliness was achieved. Within the framework of cleanup activities, the territories of more than 95 thousand mahalla citizens' gatherings, as well as 61 thousand public places, were cleaned.
A total of about 369 thousand employees of the sanitary cleaning service and the landscaping sector took an active part in carrying out these good deeds throughout the republic. More than 66 thousand special garbage trucks and loading equipment were involved in this work.
Over the past month, 448 thousand cases of illegal dumping of waste were identified, and with the participation of employees of the Prosecutor's Office, the Ministry of Internal Affairs, the National Guard, and the State Environmental Control Inspectorate, disciplinary measures were taken against the perpetrators in the prescribed manner. More than 70 thousand employees of more than 100 partner organizations actively participated in cleanliness and tidiness events, making a worthy contribution to the prosperity of our country.
In addition, in order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan dated March 24, 2025 No. 56 "On Measures for Further Improvement and Comprehensive Systematization of the Waste Recycling Sector," measures are being taken to reduce household waste landfills by at least 50 percent by 2030.
It should be noted that the Agency is taking practical measures to launch electricity generation projects through thermal processing of household waste in 9 regions in order to protect the environment, reduce the volume of waste disposal at landfills, use renewable energy sources, and ensure environmental sustainability. These projects are planned to be implemented in stages in Andijan, Kashkadarya, Namangan, Samarkand, Tashkent, Fergana, Bukhara, Jizzakh regions and the Republic of Karakalpakstan. In this regard, on March 24 of this year, Resolutions of the President of the Republic of Uzbekistan No. 116, 117 and 118 "On Measures for the Implementation of Investment Projects for the Production of Electricity by Burning Solid Household Waste" were adopted. According to them, electricity production will be carried out in these regions by improving the environmental situation with the attraction of foreign direct investment, introducing modern solutions and technologies in the field of waste processing.
The construction of these investment projects with a total value of 1.3 billion US dollars will be carried out in 2025-2027. Through the implementation of these projects, it is planned to process 13 thousand tons of waste per day and produce 2 billion kWh of electricity per year. With the commissioning of these plants, an additional 1,400 new jobs will be created. Advanced modern technologies are used to limit the release of greenhouse gases into the atmosphere during the combustion of waste. In conclusion, these initiatives align with the principles of the "green economy" and serve as an important factor in ensuring the ecological stability of our country and creating a clean and healthy environment for future generations.
Currently, there are about 300 waste processing enterprises in the republic, which process an average of 800 thousand tons of solid household waste per year, that is, 5.2 percent of the total generated solid household waste.
In order to ensure the cleanliness of cities and districts, we call on sanitary cleaning enterprises to provide high-quality services in the regions to satisfy the population. At the same time, it is repeatedly reminded that appropriate measures will be taken against those responsible for providing poor-quality services and causing complaints from the population.
As you know, in April-November, the Agency evaluated the activities of sanitary cleaning enterprises based on updated criteria. As a result of the monitoring, a total of 105 sanitary cleaning enterprises were ranked, of which 41 were included in the "green," 53 in the "yellow," and 11 in the "red" category. These are sanitary cleaning enterprises responsible for Andijan, Kashkadarya, Namangan, Surkhandarya, Fergana, and Tashkent regions. During the monitoring, fines were imposed on 14 enterprises that remained in the "red" category for 6 consecutive months for violation of contractual obligations, of which the agreement with 1 enterprise was canceled, and the territory of 1 enterprise was demolished Territory."
In this regard, we inform you that contracts concluded with enterprises that have not been able to leave the "red" category for 3 consecutive months after the fine may be unilaterally terminated by the state partner with the consent of the chairman of the National Committee for Ecology.
The work carried out by the Agency in this direction and the measures taken to improve the sphere are consistently continuing.
