Eco-industrial zones will be established on the territory of waste landfills

The Presidential Decree "On further improvement of the waste processing sector and comprehensive systematization measures" (PF-56, 24.03.2025) was adopted. According to the decree, the main directions in the field of waste processing were defined, in particular:

reduce existing solid waste landfills by 50% by 2030;

maximum recycling or incineration of newly generated waste without sending it to landfills, introduction of circular economy practices in the field.

Starting from 2026, waste landfills will be established based on the decision of the Cabinet of Ministers in accordance with the proposal of the Ministry of Ecology, Environmental Protection and Climate Change.

Also, within the framework of the Agency for the Development of Waste Management and Circular Economy, industrial zones specializing in the disposal and processing of waste will be established in the area of ​​landfills for a period of 30 years. In addition, in order to implement investment projects on thermal disposal (incineration) of solid household waste in Namangan and Tashkent regions, 19.87 hectares of irrigated land plots intended for agriculture will be transferred from the category of land intended for agriculture to the category of land intended for industry, transport, communication, defense and other purposes.
